I recommend that you use a dns server with a US-based IP address. I would advise using the DNS server Google Public DNS because it does not restrict access to sites at all. It also caches frequently accessed data, which means that web pages load faster, though it may occasionally take an extra millisecond or two to "warm up". Google's DNS server will not work for the PS4 because it is region-specific. To get around this, you must go to the "manual network settings" screen and use their IP address. And in order to change your DNS server to something other than what AT&T, Comcast, etc., provide you with by default, you'll need to set your system's DHCP reservation range for DNS to be somewhere in the broader Internet (like 212.18.64.220 to 220 or 107.20x). When your PlayStation is connected to the internet with an Ethernet cable, doing all of your DNS routing through one of the most reliable domain name servers in the world not only works better for you but also helps protect against traffic congestion that can slow down online gameplay. What I would recommend is using Hurricane Electric's routing service for DNS resolution. Not just because they're very well known and trusted, but also because they do NOT save any logs or hold onto any information about their customers' activities when you use them as a DNS provider.
